Public Information Meetings – February 15 and 16 2023

Bucci Developments hosted the second series of Public Information Meetings regarding the phased development of two (2) high-rise mixed-use buildings, one (1) mid-rise residential building and the creation of a lot for Parks purposes.

Please review the slides and information below which was presented at the Public Information Meetings. Project revisions can be noted within the slides. Bucci thanks everyone who came out to the event and we were glad to hear their thoughts and ideas at this time with respect to the revised proposal. Proposal:

The City of Surrey has received an application to permit the phased development of two (2) high-rise mixed-use buildings, one (1) mid-rise residential building and the creation of a lot of Parks purposes.

The changes include:

  • Since the ongoing communication with the Community Association, the application has been reduced in height from 42 to 40 storeys, 37 to 35 storeys and 15 to 14 storeys. The density has remained at 4.1
  • Increased building setbacks along the northern property line by an additional 1m.
  • Articulation of the floorplate to minimize views overlooking the neighbouring townhomes.
  • Enhanced landscaping to create a privacy buffer while activating the space with private amenity.

Affordable Housing Contributions
In 2018, Council endorsed the Surrey Affordable Housing Strategy. The Strategy recommended an Affordable Housing Contribution of $1000 per residential unit, to support the development of new affordable rental housing in Surrey.

    Transit-Oriented Urban Village in Fleetwood

    Bucci is happy to announce that we received conditional approval at the Advisory Design Panel and we are now working with City of Surrey Planning staff and moving forward with public notification stage of the project as we look forward to heading to Council in the near future.

    • 1,130 residential dwelling units
    • 7,398 sq. m. of commercial/office floor area
    • Proposed floor area ratio of 4.1 (gross)
    • Building heights of 37 storeys, 42 storeys and 15 storeys
    • 1,459 parking spaces
    • Rezoning from RA (One-Acre Residential Zone) and CHI (Highway Commercial Industrial Zone) to CD (Comprehensive Development Zone).
    • Official Community Plan Amendment to redesignate a portion from “Multiple Residential” to “Town Centre” and Fleetwood Plan (Stage 1) amendment.
    • General Development Permit for Form and Character

    DEVELOPMENT UPDATE – July 2022

    We are excited to announce that our master-planned transit-oriented development project is scheduled for Advisory Design Panel on Thursday, July 28, 2022. We look forward to this project milestone as we continue to make progress on our application.

    Public Engagement

    The Bucci family has been involved in the Fleetwood neighborhood of Surrey for over 50 years as local community builders. Over time, family properties have been redeveloped into new communities and hundreds of new homes with amenities such as Bucci Park being added to this vibrant neighborhood (8594 166 Street).

    Currently, the City of Surrey Planning Department is undertaking various planning studies in hopes to begin framework for a new transit oriented development plan for Surrey and Langley to accommodate the proposed SkyTrain which is slated for construction in 2021 for phase one and 2023 for phase two of the line (image below).

    16065 and 16099 Fraser Highway, Surrey are two properties that have been owned by the family since 1974. They are situated along the proposed Surrey and Langley Skytrain route. A skytrain station is planned at the corner of 160th and Fraser Highway which may result in additional transit oriented development project opportunities (image below).

    The City of Surrey will begin consultation of this important transit corridor later this year and will complete the framework of the plan within the next two years. Concurrently, the final design and development of the SkyTrain will be complete and it is anticipated that phase one, which links to Fraser Highway and 166th Street, will begin construction shortly after the plan is completed.     We are currently working with the City of Surrey staff exploring development opportunities for these Bucci properties. Below are some proposed concepts for the project. We envision that the heart of Fleetwood town centre requires an iconic neighborhood project that acts are a social gathering place for residents to enjoy major amenities within minutes from this proposed station. We look forward to the opportunity to work with the Mayor, Council and the City Planning Staff to enact their vision of the future of Fleetwood.  For more information on the planning process please click here.
